Basic concepts and policies

In our group, which has many labor-intensive businesses, we recognize that ensuring the safety and health of all stakeholders, as well as our employees, is crucial for our sustainable growth. To protect the safety of all stakeholders involved in the group's business activities and support the physical and mental health of our group employees, we comply with relevant laws and regulations, including the Industrial Safety and Health Act. Our Group Code of Conduct outlines our policy of strengthening our safety and health system to eliminate industrial accidents. We have also declared our commitment to promoting health throughout our workplaces (Healthy Company Declaration) and are striving to create a workplace environment where each individual can work safely, in good physical and mental health, and with vitality.

Management system

Our group has established the "Central Safety and Health Council" as an organization to promote and oversee disaster prevention and health promotion. Under this council, the country is divided into five blocks (Kanto, Chubu, Kansai, Chugoku, and Kyushu), and each store systematically carries out safety and health activities under its umbrella.

Safety and health policy and activity framework

The Central Safety and Health Council Secretariat annually sets out a company-wide safety and health activity policy that includes an annual slogan, key objectives, and priority implementation items. Each block and each store then plans its annual safety and health activities based on this policy. Activities include a company-wide meeting hosted by the Central Safety and Health Council to review the progress of each block's initiatives, as well as to analyze the causes of accidents and industrial injuries and share measures to prevent recurrence. Each block holds four safety and health meetings annually, primarily focused on patrols. The secretariat conducts safety inspections targeting businesses with deficiencies in their safety systems, such as stores with a high accident rate. Depending on the inspection results, improvement guidance forms are issued to encourage corrections to the safety management systems of the businesses, including their partner companies. Furthermore, during national activity periods such as "National Safety Week," each business reports the results of its safety activities to the secretariat, which then evaluates the activities.

2. Proactive safety through KY (Kiken Yochi - Hazard Prediction) and risk assessment.

  1. By using KY (hazard prediction), we estimate the risks of daily operations and implement changes to work methods and other measures to address those risks, thereby proactively ensuring safety.
  2. When starting new operations or introducing new equipment, we conduct risk assessments, create work standards that specify the tools and procedures to be used, and ensure that workplace rules are thoroughly understood through these work standards.

3. Implementation of safety education

  1. To help new employees understand the characteristics of port work sites, we conduct safety and health training for new employees, which includes topics such as disaster case studies, hazard prediction training, risk assessment training, and audiovisual education using safety videos.
  2. We have established a system for reporting accidents and near-miss incidents that occurred within our group every month, and a system for sharing this information within the group. By sharing these cases across stores and utilizing them in safety training, we strive to prevent recurrence and similar accidents.

4. Initiatives related to health management and health promotion

Subsidies for influenza vaccination costs In cooperation with Sunnypia Health Insurance Association, the health insurance association to which our company belongs, we subsidize a portion of the costs for our employees and their dependents when they receive influenza vaccinations at medical institutions, with the aim of promoting vaccination and reducing the burden associated with vaccination.

5. Mental health measures

  1. In accordance with the law, we conduct stress checks for all employees who request them. Furthermore, we have established an environment where employees who wish to receive consultations with an industrial physician based on the results of the stress checks can do so.
  2. Implementation of employee training in line with the mental health promotion plan: In order to promote the mental health promotion plan, we conduct training for all employees on the themes of harassment prevention and mental health.

6. Others

  1. Implementation of the Hyogo Healthy Company Declaration: Focusing on health management, and with an eye towards obtaining certification as a Health and Productivity Management Outstanding Organization in the future, we made the Healthy Company Declaration in 2020 as our first step.

Furthermore, we will steadily implement transportation safety by having all employees work together to set common goals and systematically implement safety management to achieve them.

Transportation safety management regulations

Chapter 1 General Provisions

Article 1: Purpose

These regulations (hereinafter referred to as "these regulations") are established in accordance with Article 16 of the Freight Motor Vehicle Transportation Business Act, as amended by the Act Partially Amending the Railway Business Act, etc. for the Improvement of Transportation Safety, and aim to revitalize efforts to ensure transportation safety, promote the autonomous implementation and review of safety management, and further strengthen our company's safety culture.

Article 2: Scope of Application

  1. These regulations apply to our business activities related to general freight trucking operations.
  2. These regulations apply to our officers, employees, part-time workers, temporary staff, and contract employees.

Chapter 2: Business Operational Policies for Ensuring Transportation Safety

Article 3: Basic policy

  1. Our company deeply recognizes that ensuring transportation safety is fundamental to our business operations. Therefore, the Board of Directors takes the lead in building an internal safety assurance system, gathering and reflecting the opinions of the Safety Manager and all employees. Furthermore, under the leadership of the Board of Directors, all employees work together to ensure transportation safety throughout the entire cycle of implementing, inspecting, and improving internal safety management.
  2. Our company will create company-wide goals and plans to ensure transportation safety and will work towards achieving them. Furthermore, we will proactively disclose information regarding transportation safety through our company website and other channels.

Article 4: Priority measures concerning transportation safety

  1. Based on the basic principles outlined in the preceding article, the following matters will be designated as priority measures and will be implemented reliably.
    1. We will comply with these regulations and all applicable laws and regulations concerning transportation safety.
    2. We will actively invest in transportation safety.
    3. We conduct regular internal audits and take corrective and preventive measures based on the results.
    4. We will establish an internal communication and reporting system regarding transportation safety and strive to transmit and share information.
    5. Plan and implement in-house education and training programs related to ensuring transportation safety.
  2. Our company, in cooperation with our subsidiaries and affiliates, will work together as a group to ensure transportation safety.
  3. Our company will not engage in any actions that would jeopardize the transportation safety of our subcontractors to whom we outsource our operations.

Article 5: Objectives and plans for transportation safety

  1. Based on the basic principles outlined in Article 3, company-wide objectives regarding transportation safety will be established. Furthermore, each branch will set objectives tailored to its specific business operations, using these objectives as a basis.
  2. In order to achieve the objectives set forth in the preceding paragraph and to ensure the implementation of the priority measures outlined in the preceding article, a plan concerning transportation safety shall be formulated.

Chapter 3 Organizational Structure for Ensuring Transportation Safety

Article 6: Responsibilities of the Board of Directors

  1. The Board of Directors bears ultimate responsibility for ensuring the safety of our transportation.
  2. The Board of Directors will take necessary measures to ensure transportation safety, including establishing systems, implementing policies, and securing budgets.
  3. The Board of Directors will respect the opinions of the Safety Manager and other employees regarding ensuring transportation safety.

Article 7: Internal organization for transportation safety

Our internal organization for ensuring the safety of our transportation is as follows:

As stipulated in the preceding article, the company bears ultimate responsibility for the safety of transportation and plays a leading role in ensuring that safety of transportation is maintained.

Safety Manager

They will be selected from among the directors who meet the legal requirements, and will provide guidance and management on measures implemented to ensure transportation safety, as well as oversee the company's operation management and maintenance management systems.

Acting Safety Supervisor

When the Safety Supervisor is unable to perform their duties due to an accident or other incident, the person responsible for transport safety-related duties will take their place.

Secretariat

This team consists of personnel from the head office's administrative department and performs administrative tasks related to transportation safety under the supervision of the Chief Safety Officer and the acting Chief Safety Officer.

Each of our branches and sales offices is responsible for overseeing the operational management system and maintenance management system.

They assist the Chief Operations Manager and Deputy Chief Operations Manager, and oversee the operations management and maintenance management systems within each of our branches and offices.

Operations Manager / Maintenance Manager

A legally appointed manager appointed in accordance with the Freight Motor Vehicle Transportation Business Act, the Road Transport Vehicle Act, and related provisions, who is responsible for the operation and maintenance of vehicles at each branch.

Article 8: Appointment and dismissal of the Chief Safety Officer

  1. From among our directors, we will appoint a person who meets the requirements of Article 2, Paragraph 6 of the Freight Motor Vehicle Transportation Safety Regulations as our company's Safety Manager.
  2. If a safety manager falls under any of the following categories, the safety manager shall be dismissed.
    1. When an order to dismiss the Minister of Land, Infrastructure, Transport and Tourism is issued
    2. When it becomes difficult to continue performing one's duties due to physical disability or other unavoidable circumstances.
    3. When it is determined that the safety manager's continued performance of their duties may jeopardize the assurance of transportation safety due to violations of relevant laws and regulations or failure to confirm the status of ensuring transportation safety,

Article 9: Responsibilities of the Safety Supervisor

  1. The Safety Manager, under the leadership of the Company's Board of Directors, will perform the following responsibilities:
    1. We aim to instill and thoroughly implement a transportation safety awareness among all our employees.
    2. Implementation of basic policies, priority measures, and plans related to transportation safety, and management thereof.
    3. Establishment and review of communication, reporting, and organizational structures to ensure transportation safety.
    4. Implementation of internal audits regarding transportation safety and implementation of improvement and corrective measures.
    5. Supervision of operations managers and maintenance managers
    6. Planning and implementation of employee education and training on transportation safety.
    7. Other overall management related to transportation safety

Chapter 4 Implementation and Management of Projects to Ensure Transportation Safety

Article 10: Periodic review of regulations concerning transportation safety, etc.

To ensure that our transportation safety systems are always adapted to the realities of society and our company, we regularly review our safety management regulations, basic policies regarding transportation safety, priority measures, goals and plans, organizational structure, etc., and revise them as necessary.

Article 11: Implementation of priority measures concerning transportation safety

In order to ensure transportation safety, our company will set transportation safety targets as stipulated in Article 5 of these regulations, formulate plans, and implement the priority measures stipulated in Article 4 of these regulations.

Article 12: Sharing and communication of information regarding transportation safety

Based on the organizational structure stipulated in Article 7 of these regulations, our company will ensure two-way communication and sharing of information between the Board of Directors, the Safety Manager, and our employees, and will establish a system to ensure transportation safety that reflects the opinions of employees. Furthermore, we will not subject employees who discover and report incidents that compromise safety to any adverse treatment within the company.

Article 13: Communication and reporting system in the event of an accident or disaster

  1. In the event of an accident or disaster, internal communication and reporting will be conducted by the operations manager of the branch or sales office where the accident or disaster occurred, via the Central Safety and Health Council, to the overall safety manager.
  2. In the event of an accident, disaster, etc., as defined in the Automobile Accident Reporting Regulations, an appropriate report or notification shall be made to the Minister of Land, Infrastructure, Transport and Tourism without delay, in accordance with the said regulations.

Article 14: Implementation of priority measures concerning transportation safety

Our company plans and implements education and training programs to develop the personnel necessary to ensure transportation safety.

Article 15: Internal audits regarding transportation safety

  1. The Safety Manager, under the leadership of the Board of Directors, conducts periodic internal audits related to transportation safety in order to check the implementation status of the company's safety management system.
  2. Internal audits shall be conducted jointly by the Safety Manager and the Internal Audit Department.
  3. In the event of a serious accident or disaster, or if a similar accident or disaster occurs repeatedly, and the Board of Directors or the Safety Manager deems it particularly necessary, an emergency internal audit will be conducted.
  4. The Safety Manager reports the results of the internal audit to the Board of Directors and proposes necessary improvement and corrective measures to the Board of Directors.
  5. The Board of Directors shall discuss the proposal mentioned in the preceding paragraph, make a decision regarding corrective and improvement measures, and have the Safety Manager implement such measures.

Article 16: Management of records, etc., for ensuring the safety of transportation

Our company has established methods for recording and preserving minutes of business operations meetings concerning transportation safety, basic policies, priority measures, communication and reporting systems, accident and disaster reports, internal audit results, and other information related to transportation safety, and we will appropriately preserve and manage them.

Article 17: Matters concerning the disclosure of information

  1. Our company will publish the following matters on our website without delay at the time stipulated by relevant laws and regulations.
    1. Basic policy on transportation safety
    2. Transportation safety objectives and their achievement status
    3. Transportation safety plan
    4. Priority measures regarding transportation safety
    5. Information regarding these regulations and the Safety Manager
    6. Organizational structure and command structure for transportation safety
    7. Communication and reporting system for accidents, disasters, etc.
    8. Statistics on accidents as defined in Article 2 of the Automobile Accident Reporting Regulations
    9. Actual budget and other expenditures related to transportation safety
    10. Planning for education and training on transportation safety
    11. Results of internal audits regarding transportation safety and corrective actions to be taken
  2. If we report to the Ministry of Land, Infrastructure, Transport and Tourism on measures taken to prevent recurrence of an accident and other improvements made to ensure transportation safety after administrative action has been taken, we will promptly publish this information on our company website.

Chapter 5 Supplementary Provisions

Article 18: Amendments or repeal of these regulations

  1. Any revision or repeal of these regulations shall be made by a resolution of the Board of Directors, based on a proposal from the Safety Manager.
  2. The preceding paragraph shall also apply to the methods for reviewing and revising basic policies, organizational structures, etc., pursuant to Article 10 of these regulations.

Article 19: Effective date

These regulations shall come into effect on December 1, 2006.

Safety Supervisor and Safety Management Organization Structure

Safety Manager

In accordance with Article 16, Paragraph 2, Item 4 of the Freight Motor Vehicle Transportation Business Act, we have appointed Norihito Tahara, our Representative Director and Senior Managing Executive Officer, as the Safety Manager responsible for overseeing our transportation safety management, and have notified the Ministry of Land, Infrastructure, Transport and Tourism.

*Norihito Tahara meets the requirements for a safety supervisor as stipulated in Article 2-6 of the Transportation Safety Regulations for Freight Motor Vehicle Transport Businesses.

Acquisition of "Safety Excellence Business Establishment (G Mark)"

The "Safety Excellence Business (G Mark)" is a system established by the All Japan Truck Association to certify truck transport businesses that meet certain standards for traffic safety measures and other aspects. Our company actively seeks this certification to improve transportation safety, and we have already obtained it at 24 of our locations.

Implementation of safe driving education

Our company actively introduces dashcams for safe driving management. As of the end of March 2025, 100% of our vehicles are equipped with dashcams, and our fleet managers check the recordings of drivers' braking and steering actions, and provide guidance to promote safe driving.
Furthermore, as part of our operational management, we ensure that all drivers undergo alcohol checks during pre- and post-shift roll calls. The results of these checks are recorded and verified during internal audits.

Work-life balance-conscious work hour management

Basic principles for reducing excessive working hours

Based on the belief that maintaining a work environment where employees can work healthily and energetically, both physically and mentally, is essential for the sustainable and stable development of our business, we are working to reduce excessive working hours. Furthermore, we are working to reduce excessive working hours at all of our group locations, including overseas, in compliance with the labor laws and regulations of each country.

Our company is actively engaging in discussions and exchanges of opinions between management and employees regarding reducing working hours, and we are working to reduce excessive working hours. For example, as one of our initiatives to consider work-life balance, we are thoroughly managing working hours. Specifically, we are working to standardize tasks and eliminate reliance on individual employees, and we have introduced a work management system to support supervisors in keeping track of their subordinates' working hours in a timely manner and have created a system to warn employees before they work excessive hours, thereby ensuring proper management.
